If a company do not pay their managers their bonuses and reward money does that consider as corporate abuse?

I have been in this company for over 3 years now and never got any quarter bonus or special reward bonus which i over heard other managers spoken of with the GM, but when i approach him: he told me that they don't get anything. so i went to the Ass. GM he told me that they do. how can i go by solving this issue if it's a corporate abuse?
